Project activities include: (1) establishing community-based schools, accelerated learning classes, and adult literacy classes in 12 provinces (Badakshan, Baghlan, Balkh, Bamyan, Ghor, Herat, Kabul, Kapisa, Khost, Nangarhar, Paktya, and Parwan); (2) recruiting teachers, primarily female teachers, and providing training for teachers; (3) strengthening the Ministry of Education’s capacity to deliver and support community-based education; and (4) promoting community mobilization to support education. This project is expected to benefit more than 25,000 students and support the recruitment and training of 800 teachers.

Community-based education programs use existing spaces such as community centres to provide safe learning spaces for children, youth, and adults in rural areas. They help the Ministry of Education increase enrolment, particularly for girls in remote and insecure areas. At the end of the project, many of the new students are expected to join the government school system.

Catholic Relief Services, CARE International, and the Aga Khan Foundation work together in partnership with the International Rescue Committee as the Basic Education for Afghanistan Consortium to implement this project.
