This project aims to increase the quality of education in Afghanistan by improving the national standards for teaching and for teacher-training institutions. The purpose of the project is to help establish a national system for the accreditation of teacher education programs and the certification of teachers.

As part of developing the certification and accreditation system, the project includes identifying and integrating mechanisms for increasing the recruitment, training, and retention of female teachers. The project also includes training for the Ministry of Education’s Teacher Education Department to strengthen its ability to plan, implement, and evaluate teacher education policies; standardizing a gender-sensitive teacher training curriculum; and assessing the feasibility of distance teacher training.

Expected Results

Progress and Results Achieved

Results achieved as of March 2014 include: reaching consensus with the Afghan Ministry of Education on key principles regarding the certification of teachers and the accreditation of teacher training institutions in Afghanistan. Quality Improvement Groups were established at three teacher training colleges, with 40% female representation on average overall. Short-term training programs on teacher accreditation and certification processes were successfully implemented with staff of the Ministry of Education’s Teacher Education Directorate.

These results are contributing to establishing a national system for the accreditation of teacher education programs and the certification of teachers.
