Standing Offer Arrangements

Standing Offer Arrangements are important contracting mechanisms for CIDA which provides quick access to consulting resources for modest (less than $100,000), but critical, activities at various stages of the program cycle. Arrangements will be contracted by placing Requests for Proposals (RFP) directly on MERX and will be for the services of a "Named Individual" to provide his/her services, either as an individual consultant or through a firm/organization and/or firms/organizations to provide for "Levels of Service" at the Senior, Intermediate and Junior levels, as required. Standing Offer Arrangements are established on the basis of "best value" (technical merit and cost).

The selection process for these Standing Offer Arrangements is open to firms/organizations and individual consultants and is excluded from the Government Chapter of the North American Trade Agreement (NAFTA) and the General Agreement on Tariffs and Trade (GATT) regulations. It is limited to Canadian citizens, landed immigrants, Canadian companies having a place of business in Canada and not-for-profit organizations that are legal entities registered in Canada.
