CIDA's Investment in Equality Between Women and Men


According to the latest figures available, from fiscal years 1998-1999 to 2005-2006, the total actual Official Development Assistance (ODA) disbursed through CIDA was $16.95 billion. Of this, $792.8 million was disbursed for initiatives that had equality between women and men either as the principal objective and result (i.e. equality between women and men specific programming), or had equality between women and men as one of its objectives and at least one related equality between women and men result explicitly relevant to the investment (integrated programming).

The analysis of CIDA equality between women and men investments below provides information based on this definition of equality between women and men programming. Trends for both equality between women and men specific programming and equality between women and men integrated programming are shown in this graph:

Equality Between Women and Men Specific Programming


Since the 1999 CIDA's Policy on Gender Equality was introduced, the Agency's equality between women and men specific investments have evolved as follows:
  • Overall equality between women and men specific programming averaged $27.3 million a year from fiscal years 1998-1999 to 2005-2006.
  • In addition, equality between women and men specific programming represents, on average, 27.6 percent of all CIDA equality between women and men programming during those years.
  • The annual trend of CIDA investments in equality between women and men specific programming has been declining somewhat since fiscal year 2000-2001: going from a high of $34.7 million in fiscal year 2000-2001 to a low of $25.9 million in fiscal year 2004-2005 but picking up slightly in fiscal year 2005-2006 at $26.2 million.

Integrated Programming


Since fiscal year 1998-1999, CIDA's equality between women and men integrated programming investment has evolved as follows:
  • Overall, since fiscal years 1998-1999 to 2005-2006, equality between women and men integrated programming averaged $69.6 million per year.
  • Equality between women and men integrated programming represents, on average, 70.2 percent of all CIDA equality between women and men programming between fiscal years 1998-1999 and 2005-2006.

Equality between women and men programming by CIDA involved an investment that averaged annually 4.68 percent of all CIDA's Official Development Assistance (ODA) between fiscal years 1998-1999 and 2005-2006. The breakdown of equality between women and men targeted funding by branch suggests that Asia Branch provided a relatively higher proportion of its funding (7.54 percent) toward initiatives with some equality between women and men targeted programming, compared to other branches of the Agency.

Both Africa Branch and Canadian Partnership Branch provided more than 6 percent of their funding toward initiatives with some equality between women and men programming involved. Although Multilateral Programs Branch accounted for 31 percent of all Agency initiatives with some equality between women and men component, overall, its relative proportion of branch ODA was the lowest (3.29 percent annually between fiscal years 1998-1999 and 2005-2006).
