Summary Report: May 2003

The multiple aspects of the economic, social, political and institutional crisis in Haiti poses major challenges in implementing and evaluating Canada's cooperation in that country. In this context, Performance Review Branch received the mandate to undertake a corporate evaluation of CIDA's cooperation in Haiti for the period 1994 to 2002. The evaluation recognizes the complexity of working in Haiti. It recognizes the impact of the structural crisis on the program's resources, implementation and results.
