The Canadian Partnership Branch is currently reviewing its programs to ensure that its priorities align with Canada's Aid Effectiveness Agenda announced in 2009. As part of this Agenda, the Minister indicated that 80 percent of Canada's bilateral assistance will be focused in 20 countries and that CIDA will concentrate on the following priority themes; increasing food security, stimulating sustainable economic growth and securing the future of children and youth. The two other priority themes - democratic governance and security - will be pursued across the government.

Canadian voluntary sector organizations are important partners in Canada's international development programs. These organizations include non-governmental organizations (NGOs), volunteer cooperation agencies, academic and educational institutions, provincial and regional councils, membership and specialized training institutes, cooperatives, unions, and professional associations. They all play significant roles in humanitarian assistance, health and education, governance, human rights, Canadians' engagement in international development, and achievement of the Millennium Development Goals (MDGs).
Through the Canadian Partnership Branch's Voluntary Sector, the Canadian International Development Agency supports the work of nearly 270 Canadian voluntary organizations on a cost-shared basis.
In doing so, the Agency:
helps build the capacity of developing country partners;
increases the policy influence of the voluntary sector;
leverages resources such as networks, research, funding, and volunteers;
promotes knowledge-sharing at community, national, regional, and global levels; and
engages Canadians in development issues.
The Voluntary Sector oversees the following funding programs:
International Youth Internship Program
This is a program for Canadian graduates (ages 19 to 30 inclusive), part of the Career Focus stream of the Government of Canada's Youth Employment Strategy (YES). Canada's YES provides Canadian youth with tools and experience they need to launch successful careers.
Voluntary Sector Program
A cost-shared funding mechanism that can provide eligible Canadian not-for-profit organizations with support to carry out strategic development programs in developing countries and public engagement activities in Canada.
Voluntary Sector Fund
A cost-shared fund that can provide Canadian not-for-profit organizations with support of up to $500,000 per project to carry out development projects in developing countries.
University and Colleges Program
A cost-shared funding program that can provide Canadian universities and colleges with support to carry out initiatives that help build the capacity of educational and training institutes in developing countries.
Public Engagement Fund
A cost-shared fund that can provide Canadian not-for-profit organizations with support of up to $175,000 to carry out initiatives that seek to increase the awareness, understanding, and engagement of Canadians in international development issues and programs.
Volunteer Cooperation Program
A cost-shared funding program that can provide Canadian volunteer cooperation agencies with support to carry out volunteer-exchange programs and placements of qualified Canadian volunteers to foster sustainable development.
