In its development assistance and humanitarian assistance programs, the applicant should use a results based management approach including the following elements:
Setting targets: The applicant should define realistic results based on appropriate analysis, including baseline data;
Identify beneficiaries: the applicant should clearly identify program beneficiaries, with a focus in poor and marginalized groups, and design programs that meet their needs.
Identifying and managing risks: program design should include an assessment of the potential risks to successful outcomes, and risk mitigation strategies.
Implementation plan: The applicant should have an implementation plan for its development assistance program to a schedule of activities and expected results set out in the program design.
Results based decision making: The applicant should use results information to make effective management decisions.
Monitoring: The applicant should monitor the progress of expected results and resources spent with the use of appropriate indicators.
Best practices: the applicant should increase knowledge and improve practices through lessons learned.
Reporting on results and resources used: The organization should produce regular performance reports on its programs.
2. Local Ownership
The program should be designed to promote local ownership and partnerships, with shared responsibility and accountability for results; and clearly defined roles & responsibilities.
3. Capacity
The project design should ensure that organizational capacity, sector, and geographic/cultural experiences of the organization are appropriate to implement the initiative and achieve the expected results.
4. Coordination and Communication
The program implementation plan should incorporate maximum communications and coordination channels with partners, to assess progress to date and identify real or potential issues.
