| Position Description: |
The project's goal is to achieve improvements in human development
through the transfer of knowledge and experience in territorial planning. By
relying on a strategic planning framework and urban management and development
tools, the Asociación de Municipalidades de Rivas (AMUR) will improve
their capacity to evaluate, control, preserve and distribute natural, economic
and social resources more efficiently and sustainably. This will contribute to
improving livelihoods and, ultimately, to improving quality of life. The project objectives include: - Establishment of a geographic information management and database system that will enable a better understanding of development dynamics; - The coordinated preparation of a territorial land use and management plan; - The active integration of the territorial planning process into ongoing activities of the Association; and, - Strengthening the technical knowledge of elected officials and staff affected by the project, in order to mainstream planning practice and support its continued evolution. In Canada The focus of the internship is on the overseas component. The intern's time in Canada will be devoted to preparation for travel overseas, and debriefing activities upon return to Canada. In-Canada activities will include pre-departure briefing & cultural orientation, review of background project documentation, final travel logistics and meetings with Canadian project team members in the MRC des Collines-de-l'Outaouais , Chelsea (Québec) and with the Federation of Canadian Municipalities in Ottawa. Where practical, meetings with former interns who have traveled to the country under the Canadian Institute of Planners program will also be arranged. Overseas In general, the intern will form an integral part of the AMUR technical team in the City of Rivas, where he/she will assist with territorial planning being undertaken by the Departmental Government of Rivas. Under the overall guidance of the Director of the AMUR Technical Unit, the general duties of the Assistant Territorial Planner will include participating in the coordination of and advancing the realization of a strategic development plan and a territorial/spatial development plan, as laid out in the work plan adopted by the mayors of AMUR in May 2005. Specific duties will include: - Supporting and providing technical support to the municipal staff involved in the regional planning project, including the development of a database for AMUR; - Developing the base map for the territorial plan; - Participate in the preparation and the delivery of consultations with elected officials and local municipal staff, community organizations, and representatives of central government organizations in order to define the goals and strategic directions for the territorial plan; - Support local staff of AMUR in preparing a development plan proposal for the Department of Rivas; and, - Communication support for the mentoring relationship between MRC des Collines and the AMUR staff, as well as with the FCM. The intern will be expected to undertake the following specific tasks: - Research and development of an inventory of natural characteristics of the area; - Description of the regional and national development planning contexts; - Development of a land use profile of the area; - Relying on available documents, prepare a profile of economic activity, demographic characteristics, as well as cultural, transportation, health, recreation and sanitation services and facilities; - Develop documents relevant to the plan preparation process; - Assist with organizing consultation meetings involving local municipalities and interest groups, as well as other forms of consultation; and, - Assist with preparing the various components of the strategic plan, inclujding a vision and development concept; identifying overall development goals, objectives and priorities; local assets and opportunities to be developed; regulatory tools, infrastructure and facility planning, implementation tools and monitoring systems. The intern will be supervised on a day-to-day basis by Smilton Garcia, Director of the Technical Unit of AMUR in Nicaragua, with additional guidance provided from Canada and Nicaragua by Michel Bélanger, Directeur du Service de l'aménagement et du développement, MRC des Collines-de-l'Outaouais. |
