The Center for Research of Gender-Law & Community Development's
(GLACODE)'s project section is currently undertaking a project to benefit the
livelihoods of rural ethnic minority women in Thua Thien Hue Province, Vietnam.
A group of 30 women will be supplied with training and capital to facilitate
the promotion of income generation through Dzeng weaving. In order to shape the
replication of this pilot project elsewhere in the province, GLACODE needs to
integrate performance measurement principles into the implementation
For a period of at least one month prior to departure, the Monitoring and Evaluation Officer will be guided in researching the role of the host organization, developing a public engagement strategy, and acquiring basic knowledge of M&E in a results-based context. This preparatory phase includes a one-week intensive pre-departure training session delivered by Saint Mary's University. In addition, the Monitoring and Evaluation Officer will register for a session sponsored by CIDA through the Centre for Intercultural Learning.
Working under the supervision of the Executive Director, the Monitoring and Evaluation Officer will assist with building the capacity of co-workers in GLACODE's Project Section by developing materials and frameworks for project monitoring and evaluation (M&E). Further, the Monitoring and Evaluation Officer will be responsible for assisting the Executive Director to monitor GLACODE's progress in managing for results. Specifically the Monitoring and Evaluation Officer will work as a member of the GLACODE staff to monitor and evaluate the Thua Thien Hue Province income-generation project (aimed at the midterm review and final report of the project), establish M&E tools and systems, and process the data collected with these tools.

Projects supported by GLACODE specifically aim to increase the empowerment of women by raising gender awareness and promoting women's rights and the equality of rights between women and men; increasing women's access to productive assets, resources and educational opportunities so that they may be both agents and beneficiaries of change; ensuring that women benefit from policy changes; and identifying gender-responsible action that will be effective in supporting poverty reduction, economic growth and community development.|
